Cooperative Purchasing Membership A Cooperative Purchasing Member is any academic institution in Wisconsin that contracts for purchasing services with the WISPALS Consortium for a specified fee. Cooperative Purchasing Members shall be assessed a negotiated surcharge for each purchased service as determined by the Executive Committee. For example: Wisconsin academic institution X chooses to purchase database subscription Y through WISPALS. X will then be able to take advantage of WISPALS’ discounted consortia pricing. WISPALS will handle the billing by paying the invoice. WISPALS will then charge X back the discounted Y price and a previously negotiated surcharge for handling the paperwork and utilizing the pre-established vendor relationship.
